One thing-those immigrants had to pass a Health examination and if they didn’t pass, they could not get on the ship.
Then they had another exam, upon arrival, and if they didn’t pass, they were sent back, and there was a financial price to that(not paid by USA)-an incentive for the 1st exam to be correct.
And the people had DOCUMENTS that were required by law. They didn’t just float into port and sneak onto shore.
Just admit your real purpose crappy DEM Shomo/Komo - Your dumb ideas aren’t going to get you elected by REAL Americans, so you need to import someone you can convince to vote for you-ie you intend to replace American Citizens with illegal aliens.

The documentary about the Ellis Island Hospital is very interesting.maybe citizenship should only be offered after a renewal period of a couple years. That way we would have more information about how well immigrants are assimilating and contributing to society.
