This is hilarious. Affirmative action, nepotism, favoritism etc. have insured that performance ratings often have damned little to do with actual performance. Federal managers are often incapable of thinking or writing in actual English. Won't be fixed as long as promotions are done from the inside or they eliminate the Fed bureaucracy entirely.
