As far as I know, 0bamaNN did nothing to improve protections against providers simply selling performance promises they didn't keep; the claim was it was the only bulwark against deliberate throttling of nonpreferred content.
Yep, Spectrum is a giant leap backwards.. about 10 years.
I live 20 minutes from nearest town and Spectrum supplies cable to me. Recently raised connect speed from 50 mgb to 100 mgb, guess my experience is a little better than yours.
