Has Verizon done any such thing? Even if they did you could switch providers

My options for internet service where I live boil down to Verizon or Comcast (or I guess I could go with the rather expensive Hughes satellite system). If both Verizon and Comcast chose to play footsie with streaming I'd be SCROOOOOD.

Granted some are predicting that 5G cellular service should result in many options, and may make this argument moot.

An article claimed that cable companies will start furnishing 10 gigabyte modems to stave off 5g incursion. In another article they claimed that 5g would be putting 22,000 satellites in orbit.

Verizon wireless internet? or do you have two wired providers? Which is extremely rare.

States and cities love to grant monopoly franchises in exchange for “free” services and other goodies. Which I think is the single thing most responsible for most of the internet ills.
