2) Use defense appropriated money not spent and required to be returned at year end
3) Congress to assess a special tax on remittances and money transfers to Central and Latin America.
Trump doesn’t need to declare an emergency, just have the Commander in Chief direct the Corps of Engineers to build the wall using already appropriated and budgeted training or operations funds.
No way that action can be challenged or over-turned.
