It’s an interesting take.

With all of the bump and retreat protections, though, it’s not the bureaucrats that end up leaving. It’s the junior guys that haven’t been around long enough to bump someone else that end up out of a job.

For instance, within my office I could bump just about anybody beneath me, or retreat to a previously held position. Since I have held many different positions in my nearly 20 years, I would have options.

in war I would guess taking out any of the opponents is a helpful thing.

In this situation, of non-essential workers, most of those people should never have been hired in the first place.
