If they wanted to hold a joint session in the Senate Chamber, it’s totally doable. The floor of the chamber is 80 x 113 feet, or 9040 square feet, which unobstructed at 36 square foot per person would accomodate 251 people. Take away podium area... if the desks were taken out the floor could easily accommodate the full Senate, the Supreme Court, Chiefs of Staff, and Cabinet members, while the gallery appears to be capable of seating several hundred people, so give Congress members first shot at the fixed seating, minus the President’s guests. No good reason not to invite the President to speak from the Senate floor, and likely would be more watched than any other recent SOU speech due to the controversy. Total win for Trump if it goes this way.
