That doesn't make any sense. If the glaciers were rapidly melting the resulting water would run off into the Rhine making the river rise. Drought affecting runoff from tributaries in the Rhine basin would make more sense. Anyhow the author is behind the times:

Freight shipping on the river Rhine in Germany has returned to normal after heavy rain in the past week raised water levels, traders said on Monday.

Water levels on the Rhine had been low for around six months after a hot dry summer and a dry autumn, forcing vessels to sail only partly loaded and increasing the cost of commodity deliveries.

“The heavy, repeated rainfall in the past days was just what was required,” one grains trader said. “Vessels and barges are now able to take on full loads to all German terminals on the river.”

As the sea levels rise as a result of gobull warming won’t the rising water flow into the rivers that are running dry?

The US/Canada Great Lakes had record low levels in 2013 and last year had record high levels. Is that Global Warming too?

But as the climate heats up water starts to run uphill, not downhill as before. Thus the lower water levels in the rivers.

Correct. Drought was the problem. Probably Trump’s fault too. But the truth hasn’t gotten in the way of leftist reporting to date.

Last year high water levels were directly due to the cold winter. The water was colder and therefore much less evaporation throughout the spring and summer.
