And he could send a written report to Congress.
Or any other venue he could think of to transmit the Information.
The Constitution is pretty open about that.
Presidents sent letters to the House and Senate where they were read aloud by clerks for at least a hundred years. That fulfilled the Constitutional requirement.
The kabuki theater of a Joint Session speech is pretty much a creation to take advantage of radio and TV.
