This is designed not to work, but, after Trump has decided to delay the SOTU until after the shutdown is over, and given what looks like a victory to Pelosi, he undermines his own Republican support for Wall funding. For those wavering Republicans, why should they go to the mat when it looks like the Democrats are winning?
