I think the adjustment in tone, and tossing in of "bones" like AIDS and child cancer is about the midterm results, mainly the suburbs that Trump won in 2016 but the he GOP lost in 2018.

As this is politics, and getting elected counts for a lot, minor things that help him win in 2020 are welcomed by me (if they are minor, AND they are effective).

Exactly, he was speaking to tens of millions who normally don't pay attention or are spoon fed fake news and are probably surprised that Trump came off NOT as an KOOK the media attempts to portray him as.
