I doubt it, unless the rest of the state has a healthy birthrate for Americans. The rural south would end up ruled by Hispanic braceros working the farms, while the “state of Chicago” would still be ruled by the Corruptocrats - 4 Dem senators in a very short time.

When I see these schemes discussed I get the impression that Dems are pessimistic about ever re-taking the Senate in the long term - as though their plans for this country would automatically infuriate voters in 26 states.
