This has always been the case.
The decennial enumeration has always counted
all “persons” or “residents” for congressional representation
without regard to their citizenship or status,
and that will not change with the 2020 census.
The democrat’s complaint is that illegal aliens
might not participate in the census, and might not be counted
if the enumeration asks about their legal status.
