Silly. The Dems know how to handle this. They will determine who of their ilk is “safe for reelection” and they will vote one way. The others will vote the other. The Dems are the evil party, not the stupid party.
Go have a look at 2020 Senate map. Basically no Dems in real danger outside of Doug Jones. McConnell is just busy running out the clock on POTUS. His priority is avoiding dealing with anything that might upset GOP big donors.

Do you think this generation of Democrats give a shit as to what we do or don’t do anymore. That was the case in the past, and it was the reason why Hillarycare failed - a Senate filibuster killed it in 1994, even though there were 57 Democrats in the Senate. They could have changed the rules to 50 votes then, but they did not and allowed Hillarycare to fail (thank God).
But that was then. Before the 2016 election, Senate Democrats MADE IT PERFECTLY CLEAR that they would end all filibusters if they took control. Thankfully they did not.
At this point, there is NOTHING that the Republicans do that will affect the Democrats should they get control again...once they get that control, we simply will not know what hit us...and the Republican Party, as we know it, will NEVER be allowed to compete at the national level, if any level.
So we FIGHT FOR TODAY, not for tomorrow. We did that with Gorsuch, and we need to keep doing it, until we leave the Democrats on the trash heap of history.
McConnell calls it the “Green Eggs and Ham” vote. Pelosi calls McConnell “Sam I Am.”

McConnell would rather have a show vote than do anything real to further border enforcement. He’s never cracked the whip toward that end...not once.
He’s been around long enough to know these show votes placate the simple minded.
