I cant imagine that pushing hot water, or even steam, through pipes is more efficient than gas, when almost all the energy of the gas is only released at the point of use. I was a little surprised at the size of line loss of electricity, too, even in high-voltage transmission lines.
Don’t know what you’re linking to - it flags up as ‘not available in your country’ when I try to open it.. No hot water? In the UK? That’s absurd.
I can tell you with first hand experience that Fort McClellan AL has a central boiler that every building uses for hot water and steam cooking. The kitchens had 50 gallons steam kettles qhen we did KP. They would torture new academy cadets by turning off the steam valve for the whole building for the first 4 weeks you had to earn heat and hot water. I was there from August 97 till March of 98 northern Alabama gets COLD at 2500 feet above sea level. This is what they plan for the city folk on a central boiler, turn the valve off to punish none compliance with socialism the Soviets did so in earnest on a regular basis.
I can see it now....by the time the hot waste water is piped to some places out in the countryside, it will be suitable for summer cooling, but not heating in winter. Brilliant idea...NOT. A grade school science student could figure this out.
