Translation: The people wisely chose not to be killed in favor of minor economic, and social changes.

Were voters even allowed to vote no without a knock on the door from state security as a result? Perhaps the large turnout was encouraged by giving a roll of toilet paper or a T-shirt to those who went to the polls.
