HAVANA - Cubans have overwhelmingly ratified a new constitution that enshrines the one-party socialist system as irrevocable while instituting modest economic and social changes, according to the national electoral commission.
Alina Balseiro Gutierrez, president of the commission, said at a Havana press conference on Monday that preliminary results showed 84.4 percent of the 7.8 million potential voters participated in the Sunday referendum.
She said of the potential electorate and not actual votes cast, 73.31 percent ratified the charter, 7.6 percent opposed ratification and 4.5 percent spoiled or left ballots blank.
By comparison, in 1976 when the current constitution was ratified, 99.02 percent of voters in a 98 percent turnout reportedly ratified and just 54,000 were opposed.
There are no independent observers of Cuban elections, however citizens may observe the count at their precincts.

According to the Socialist vote counters, the people voted unanimously for more Socialism.
It is like California.
...only without illegal alien voters.

Translation: The people wisely chose not to be killed in favor of minor economic, and social changes.
It’s pretty hard to lose an election when there is only one choice on the ballot...

Pretty much the same case for Puerto Rico.
Were voters even allowed to vote no without a knock on the door from state security as a result? Perhaps the large turnout was encouraged by giving a roll of toilet paper or a T-shirt to those who went to the polls.
It would be lovely to see Cuba become a liberal democracy.

They are to the nth degree. That’s the problem. Almost everyone down there is voting for this political-economic model.
