It appears that way, but this is unchartered territory. I believe this is the first time that an emergency order will be challenged by Congress. My understanding is the law is clear about what it takes for Congress to halt an emergency order...I’m not sure that it was ever even contemplated that a president might veto it.
I’m guessing Trump will either decide not to veto, or he will veto and it will be challenged in court. If the latter occurs, then I would expect a court to issue an injunction to cease enforcement of the order until the legal challenge makes its way through the courts.
I’m just guessing...
The only thing they could do is get 67 votes to override a veto, and with demonrats, RINOs, and Vichy republicans like Runt Paul, they may get that.
