I have no idea who or how. The GIF started showing up here on FR some time ago as a response to messages like this. You can use your favorite web search engine to look up "Boo Hoo Girl GIF" and you'll see this and a few variations of it.

Yes, that does look like Yoona, the Korean singer and actress. I was told on a thread about K-Dramas that’s who she was when I recommended a show she was in.
