I wouldn’t say I’m “rich,” but a friend and I drove into Manhattan about 5 years ago...actually stayed in a hotel near Korea Town/MSG. Tolls and parking are outrageous. I can’t tell if they’re designed to keep people from coming into the city, encouraging use of mass transit, or just a craftily-designed way to maximize revenue for the city. It’s Democrat politics at its finest...they get a cut of every piece of business, every transaction.

I’d say all 3 of those options.
