Agreed. In the cities of Minneapolis and St Paul, there are a number of areas that are heavily white, heavily upper middle class to wealthy and filled with white liberal angst. In short, where these people reside is NIMBY territory.

But, in a specific test case, it would be brilliant. If you found the absolute worst sanctuary city, in the sense of ICE non-cooperation, benefits to illegals, etc., and said that as a "test case for integration into America" you were preferentially sending illegals there to wait for their court date, it would set up a very amusing situation. "Fill 'er up!"
