The 15 NPV states: HI, CA, WA, NM, CO, IL, MD, DC, NY, NJ, DE, CT, RI, MA, VT
The 15 Art V states: AK, AZ, UT, ND, OK, TX, MO, AR, LA, IN, TN, MS, AL, GA, FL
Zero overlap.
