I agree with only one difference:
Even the lowest level construction worker will immediately have access to the material and location necessary to commit arson.
But when it comes to military members, access to the locations and knowledge needed to launch a nuke being extremely restricted, infiltrators would require a long time to mole their way that deep. BUT I Have no doubt that Jihadi moles have already begun that long range attempt.
