If so, that will be a very sad day for Nevada:
"Every citizen has the right to keep and bear arms for security and defense, for lawful hunting and recreational use and for other lawful purposes." Nevada Const. art. I, § 11(1).
They will say the state constitution is not violated. It is all a matter of interpretation. "Other lawful purposes" leaves a big hole in those rights when a local jurisdiction passes a law saying no longer lawful.
