The say less then half of the Federal budget is "discretionary". I would argue that less then half of the government and policy making is discretionary and under the control of the people thru the legislature. Maybe less than half.

The really big things that effect citizens in profound ways like trade, tariffs, immigration for example, are on bureaucratic "autopilot" and I mean that in a bad way.
