I address that sort of situation in Post 12. The difference to your example that I quote is when you pull over a cutie female. If no citation was issued the police officer would face allegations that the officer only pulled over the cutie because she was a cutie (and not for her infraction).

Plus, he was prosecuted for perjury and fired for lying about the stop:
