I think you’re exactly right. And, I’ll bet Obama was paranoid about being exposed as such a blatant fraud that he spied on Trump long before he even announced his candidacy for president because Trump publicly questioned the legality of Obama’s presidency. Obama’s administration did many criminal things which were exposed but not prosecuted, and this includes weaponizing the IRS.
