The simplest and most humane solution to this problem would be
tow all boats back to Africa and disembark the migrants. Arrest the captain and shoot him on sight for human trafficking and piracy.
The word will get around very quickly and smuggling will drop very quickly. It will save may hundreds of deaths at sea, and crime in EU.
