When a Democrat gets elected, the Dems will insist on "civility" and "compromise" and "bipartisanship" from the Republicans.
I suppose that there will be some practical difficulties with these Democrat rules and they will be set aside rather quickly.
The real rules will be: "Tit-for-Tat". Everybody will get the same treatment from their opponents that they dish out to them.

The dems are terrified that President Trump is going to win re-election next year and are desperate to do anything that they can to stop him.
It has been a foregone conclusion that the dems will impeach President Trump since election day last year when they won back control of the House. It is the only power that they have.
The House cannot pass a bowl of spit without the Senate and the President signing off. To add insult to injury, the President keeps making judicial and executive appointments that the Senate can confirm without the House.
