So what’s to stop any future Congress from repeating this?

That is, the next time there’s a Dem President and Republicans have a House majority, they can use their committees to harass the President, go on endless fishing expeditions with unreasonable & unjustified demands, then when he refuses to go along with the harassment, he’ll be impeached.

Is that really the way Dems want the country to be run?

Yes. Whenever a Republican gets elected, that is really the way the Dems want the country to be run.

When a Democrat gets elected, the Dems will insist on "civility" and "compromise" and "bipartisanship" from the Republicans.

I suppose that there will be some practical difficulties with these Democrat rules and they will be set aside rather quickly.

The real rules will be: "Tit-for-Tat". Everybody will get the same treatment from their opponents that they dish out to them.

Everybody is going to hate the real rules. But everybody will follow them.
