Maybe the climate of Antarctica is not conducive to the collection/development of the ozone layer?

As a scientist, hearing about them, and about asbestos handling, and about the climate fervor, the whole of it makes me want to retch.
In this particular matter, iI suspect China is probably acting realistically to provide things for their citizens that are economically beneficial and safe. (Not in huge favor of them for trying to destroy our way of life, tho')
