:: A gaping hole in the ozone layer over Antarctica was discovered in the mid 1980s. ::

And, do we have record that the hole was closed at some point in history?
Maybe the climate of Antarctica is not conducive to the collection/development of the ozone layer?

If you look out over a non-active caldera, do you automatically assume it wasn’t there last month and that it was man-made?

i believe your skant here is correct. T the best of my knowledge as an enployee of one of the companies making and using CFC refrigerants and associayed products, CFCs are not a real problem any more than DDT, Their danger is a complete emotional frenzy over anything that sounds like a chemical. Blocking of the CFCs has caused more deaths through lack of affordable refrigeration than the elimination of them has putatively (big assumption) saved.

As a scientist, hearing about them, and about asbestos handling, and about the climate fervor, the whole of it makes me want to retch.

In this particular matter, iI suspect China is probably acting realistically to provide things for their citizens that are economically beneficial and safe. (Not in huge favor of them for trying to destroy our way of life, tho')
