Seems like I remember that the speeds quoted for the download pretty much ruled out any kind of remote Internet connection.

USB 2.0 will transfer up to 60mb per second. Presuming the DNC computer was not a web server, it would have a typical business/residential IP connection. Whatever the upload speed is on that connection would be the download limit for another internet connected machine. Upload speeds are much much slower than download speeds on internet connections that are not web servers aka home/business connections.
4G upload speeds are about (25Mbps) or 3mb per second compared to USB 2.0 transfer speed of 60mb per second.
Be that as it may, Binney has been saying the same thing for about a year but there’s been no action.
I’m no expert but I’d be surprised if the remoteness of the network connection would make a meaningful difference. I think it’s just the fact of a network connection — any network connection — versus a thumb drive.
