Of course it is. Mexico benefits economically from their own people who send money back from the U.S. into Mexico. They have no intention of fixing their borders.

Now maybe if we had shut down the border like Trump said he might do there would be a lot more incentive for them to really fix the problem. They would stand to lose a lot more from the border closing than they would by allowing migrants to move north. Its all about money. It always is.
