Not sure how your post relates to mine of earlier nor exactly what this sentence means, but it seems possible you are confusing tactics with strategy
Consider these points, which is what JFF and I address:
Which is more important to the U.S. that the entry of illegal immigrants across Mexico's northern border is stopped, or the flow of entrants across Mexico's southern border is stopped?
Would it be of greater benefit to the U.S. if Mexico applies a larger amount of border control assets at its northern border rather than at its southern border?
No doubt the goal is to stop illegal border crossings into the U.S. I just think we get bigger bang for our buck starting with the Mass migration in the south. Get that under control and the invasion in the north (Mexico, U.S) border will become smothered enough to Control that entry by us.
If Mexico keeps allowing in invasion minded immigrants then allowing them to get to the U.S and Mexico border makes sense to them to just stack them up at the U.S border and be done with them.
I mean think about it. What is likely to happen if we encourage and extract promises from Mexico to station 6000 troops around the U.S Mexico fence, but Mexico keeps allowing in the invasion minded immigrants in the south? Where are they going to go?
That’s strategy. You may not agree in the effectiveness of it, but it’s strategy for a real war we are having that nobody is talking about or preparing for.
