What is stopping a Chinese company from opening a manufacturing facility in Vietnam and slapping a “Made in Vietnam” label, to avoid the tariffs?
Nothing but Vietnam does not have the same import terms that China does for our goods.
The fact that they will be employing foreigners rather than locals? Believe it or not, some countries actually care about such parochial issues in this glorious world village.

The Chinese government.
They might allow a little of it. But they will not allow wholesale capital flight.
Nothing. But they lose jobs and revenue. They could also move to the US like BMW, Mercedes, Toyota, Honda, etc. did to avoid the 25% tariffs on light trucks and SUVs.
Oh I know. Here in Canada I notice some food products will say “packaged in Montreal”. Makes me wonder where the product itself came from. I think the same can be said, for example, with other food products, like jam. The jam may very well be made in Ontario, but where did the strawberries come from?
They already have been caught doing that.
It IS made in Vietnam. So whats wrong with that? There are tens of thousands, if not more, multinational companies. That China company had to hire Vietnamese workers and not Chinese to make its widget
I think Vietnam may have an objection.
That would leave a lot of Chinese unemployed!
