I’m afraid the “rank and file” of the military are the same... completely loyal to their “higher ups” instead of to their oath.
My experience as a Major was pretty consistent with “Catch 22”.
I do beleive the military is a little different. At anything less than E-6 or so and 0-4 with less than ten years in can just get frustrated and ETS. In fact, it is “in the interest” of the military they do so because it is a pyramid system. They WANT this to happen. They NEED this to happen. In fact, they encourage it. Like Gutfield says, if you are “still playing” after reaching these thresholds and YOU aren’t the “fair haired boy” you need to recognize you are an NPC and do something else with your life.
I get the sense that the FBI’s institutional requirements demand such loyalty they realize they cannot afford such a scheme. That many pissed off potential whistleblowers would be an institutional disaster.
