Rain is valuable if you collect it and sell it why wouldnt you tax it? NJ got a lock on that. It rains there at times.

Lol... i was in nj 6 weeks and all it did was rain. I thought something called the garden state would be fields of flowers. It was winter though mud, rain and snow for six weeks.. maybe the fields are there.
