Sounds like the problem isn’t so much that they’ve dragged their feet on hiring people, but more because they have a hard time finding people who will accept the pay and work environment being offered. Assuming that Politico is correct (a bit of a stretch) I really don’t like that lie detector test results are being diluted.
Not being able to hold onto people is a fairly common complaint of those in charge at DHS. Having a strong economy with jobs all over the place doesn’t help.
The net result is they let the positions go unfilled for over two years, rather than offer what it would take to fill them.
