Also notice no graying of the skin due to blood settling. Also, there is no bloating, or a lot of wrinkled skin from being in the water.
Why didn't the person who found them, roll them over and check for a pulse, maybe initiate CPR. Those bodies look fresh enough to at least check for vital signs, but nope, lets find a ladder and take a picture instead.
I personally think that picture was staged when whoever took the pictures, found the bodies.
