A long time ago I had a project at work to replace the sheet metal roof on a power plant baghouse. Job went to the lowest bidder but my employer required they pay prevailing wage, union or not.
It was a windy day and the wind blew a sheet of metal off and hit a worker working on a catwalk below. He got a real nasty gash on his forehead but refused to go to the hospital.
I was sure as could be the contractor was using illegals and thought hard about reporting it. I chose not to, because my employer liked jobs to be done without controversy.
