These guys were intentionally flying out of the country to commit these acts, no doubt quite by design. I remember being a child and playing the slot machines on a cruise ship because our domestic gambling laws did not have jurisdiction on international waters. I don’t know what federal laws would be in place, but I recall hearing when I was younger how statutory rape laws varied from state to state. So would they really be able to go after Clinton for such if he was outside the country?
