They are counting the perps who get shot committing crimes by concealed carry holders.
Virginia currently has good gun laws.
Shall issue state.

They always include self-defense and police shootings into their numbers. Who cares about the details? They were killed with a firearm. The reason does not matter.

VERY TRUE (Over my military career, I was stationed in VA for about 14-15 years.)

OPEN CARRY has ALWAYS been lawful, unless a local ordinance prohibited it.
(There’s a “taco joint” in Fairfax County where on Saturdays that it’s TRADITIONAL to “open carry”. = When I first was stationed at Ft Lee, a VA state trooper invited me to lunch there one Saturday & told me to be SURE to wear a GOOD pistol & in an attractive holster/gun-belt.= I walked in & thought that I was attending a gun-show.)

Note: I wore my best (circa 1970s) Colt’s Gold Cup .45ACP in an El Paso Saddlery holster/belt to lunch.
