It had the goal of locking in the reliability and cooperation of major world players for financing Deep State needs and plans —major projects, like warring on countries or skewing elections:
Really high stakes stuff.
They had to know if they wouldn’t play Deep State’s way then they stood to lose EVERYTHING.
