I think the American prison gangs could hold their own. There have been a few American prison riots where the gruesomeness was easily equal to what happened in Brazil. Maybe not number wise in terms of dead but in awfulness for sure.

South American, American, African, probably Russian, central american and other eastern bloc prisons have the toughest, I would guess.

Dont know much about the Asian or Western Europe or Canada prison population

Only one city was outside Latin America and Africa.
