I don't mean to nitpick, and I know this isn't the American press, but this is just sloppy writing -

unregistered bomb-making materials in his home, including fireworks, fuses, wiring, thermite, sulfuric acid, a soldering iron, circuit boards and other items

Fireworks- sparklers Fuses - On his computer’s surge protector extension cord and inside his car’s and house’s fuse boxes Thermite- a road flair inside the boot of his car next to the first aid kit and on his fireworks sparklers Soldering iron - oh no, probably doesn’t have a permit! Circuit boards- inside a couple of tvs and a microwave oven and a computer. Sulfuric acid- palm olive dishwashing gel, ajax, arm n hammer fabric care, ...

A small number of persons can legally possess such materials, like the nitroglycerin specialist that was featured on Savage Builds not long ago. It’s a little redundant, but accurate. The same applies to fireworks depending on the state in which you live, like here in IL. A family member of mine is licensed to have and purchase fireworks, which are otherwise illegal, because he is licensed and the items are registered with the state (and federal for other explosive compounds).

As far I know, Nevada has no such laws. And let’s face it, anyone can make thermite, because it’s two ingredients which are readily available to the public.
