Sounds like a solid plan to get the general public to trust the medical profession.
Said no one ever.

Bill of rights? We don’t need no stinking bill of rights.
Who has the relative with the drug testing lab. That’s the question I’ve got.

Is this reasonable search, per the Constitution?

By the way; the VA did this nonsense then the government would yank the right to own firearms away from the VA patients who tested positive. Now very few people trust the VA.
This is just another back door gun confiscation scheme.

screen all adult patients for illicit drug use
Okay. Then what?
Can't arrest them all -- there are way to many and most jails face overcrowding even now.

Where in the constitution does it say government has the right to control drugs?
If cocaine was $10 an ounce at the drug store our problems would be fewer.
I know of what I speak of, personally.

A provision in the Affordable Care Act says that services recommended by the task force must be covered by insurance with minimal or no copayment. They sure went out of their way to be considerate. Must be really nice people.

This is along the same lines as recommending EVERYONE over 13 get tested for HIV, even if healthy, celebrate lifestyles are apparent.
Misery loves company, and if the deviants can be grouped with others getting tested, they have a place to hide.
