Yes, Americans with no Native American blood in them, should quit claiming to until proven to be liars, and then at that point quit trying to speak for them as well.

Let them OWN their land.
As of now and through the history of the reservation system the land belongs to the Tribe and can not be bought or sold.
So, in reality, the reservation land belongs to the Federal Government. Any improvements to the land have to go through the tribal government. So, improvements to the reservation property rarely happen unless the government does it.
If you want to improve the lot of the native Americans living on tribal land let them own the land. Even if deed restrictions made it only possible for the land to be transferred to a tribal member it would open up the possibility of businesses and property improvements on the reservation.

As my first act as president I will be signing into law a Native American Education Act that grants all non-Native Americans the right to claim Native American heritage and bypass real Native Americans for college admissions.
