But there have been several hoax hate crimes.

One other possibility: a disgruntled former employee who knew the key-code and had a grudge with the person whose stuff was vandalized. Still, employees are usually denied access once they no longer work in the office. Key-codes are often personalized these days.

Well, they did stop using IQ test equivalents (e.g., PACE exam) to build “best qualified lists” for federal jobs in 1976. So it was likely a federal employee.

Public schools were integrated over 60 years ago.
Now OK, there is some nostalgic and historic (and maybe financial) value to having a “desegregation” poster. But it also speaks to one of the big problems we have in education and politics in general. They are constantly fighting the wars of the past.
Again, desegregation was 60+ years ago. And it was a good thing. But yet to listen to the Dem candidates and the media talk about racism you’d think people are being denied entrance to see a Chuck Berry concert and forced to eat at a separate counter, use a separate fountain etc.
Today the real institutional and systemic racism has to do with corruption in the cities that is frivolously wasting resources allocated to poor and minority communities by political cronyism, favoritism, graft and kickbacks and bribes, and bureaucratic structure.

That was my first thought but if she had been out of the office for a period of time prior to that then that might seem to indicate someone else.
