If both parents are non-citizens of the US, and a child is born on foreign soil, the patents may apply for the child’s citizenship. It would be no different for them than if visitors from another country brought their child here. Since neither parent is a US citizen; the child would not be one either.
Same with illegals bringing children here. None of them should ever be citizens because they did not come here legally.
