Arm everyone. No restrictions, no permits and no waiting periods. The penalty for committing a crime with a gun death, sentence to be carried out immediately if found guilty. We'd have a whole bunch of shootings because bad folks would try to take over. After several thousands of deaths and a few hundred executions, we'd have a very polite society.
